FEMA Submittal

Flood Insurance Study (FIS) Map Submittals to FEMA

FEMA FIS project submittals should be made with the current release version.

FLO-2D is listed on the Federal Emergency Management Agency (FEMA) list of approved hydraulic models for unconfined flood studies and riverine studies. Through an agreement with FEMA, a procedure has been implemented to support Flood Insurance Rate Map (FIRM) and Letter of Map Revision (LOMR) submittals that includes review and evaluation of the FLO-2D model. When a consultant or agency revises a FIRM or submits a LOMR to FEMA or its technical representatives, it should include the following:

  1. Report
  2. Prepared maps with computed base flood elevations (BFEs)
  3. FLO-2D model data input and output files.
  4. Current FLO-2D model licensed to the FIS study project
  5. FLO-2D documentation

By submitting this list to FEMA, a permanent model record is created and archived for future review and revision. A consultant can request the data and output files from FEMA along with the FLO-2D model licensed to the FIS project and run the simulation as it was prepared by the original investigator. The data files can then be updated for proposed or future conditions and resubmitted with a current or updated FLO-2D model. In this manner, the project mapping can be reviewed, revised and updated to be consistent with existing conditions in the field.
